Parallel Systems

How come that we indians are so good at creating smooth functioning parallel systems but fail miserably in making the system which was created for the job, function ?To illustrate with just a few examples:

1 The legal system in our country is under stress. Justice is either denied or delayed so much that it is equivalent to a denial. But, justice meted out by dons is quick and the poor and downtrodden seem to have a greater faith in it.

2 The legitimate monetary system faces various crises while the black market functions smoothly without any glitches.

Now i shall come to the point that i wish to make. Legitmate institutes meant for imparting education are utterly without the resources required to do the job adequately. There are any number of rules and regulations which do not allow them to raise the resources required or function with even a semblance of freedom so as to raise the standards of education. But the coaching classes have a complete carte blanche!The fees charged by them are not scrutinised, nor the facilities offered by them questioned and ofcourse there are absolutely no rules and regulations for them!

Parents seem to think that all problems facing their ward in education are automatically solved once they enroll their children in some coaching classes. Coaching classes are automatically considered better than schools; so what if they also cram sixty children in each class room!
